Composite School Grants for Primary and Secondary Schools

Utilization of Composite Grant 2019-2020

Subject: Utilization of Composite Grant for the year 2019-20 for Sanitization of School Building and Premises including Toilets, safe Drinking Water

Composite School Grant in full amount for the year 2019-20 has already been sub-allotted to Secondary and Higher Secondary Schools and 50% of the Composite School Grant for the year 2019-20 for Primary and Upper Primary Schools will be sub-allotted shortly.

Now, Since, Schools were remain closed for a long time due to COVID-19 Pandemic, Drinking Water and Toilets must not be in working conditions now, Hence, all the Head of the Institutions are requested to utilize Composite School Grant for the year 2019-20 for maintenance of School Building including Ramp with Handrail, Toilets and Safe Drinking Water, Electrical Wiring and Plug Points besides cleaning and Sanitization of School Premises.

Guidelines for Utilization of Composite School Grant 2019-20 under SSM

Annexure-C
Activities to be Undertaken

1. Promotion of Cleanliness Campaign inside School and using of at least 10% of the Grant on activities related to Swachhta Action Plan with special emphasis on improvement in water, Sanitation and Hygiene (wash) infrastructure for Girl students.

2. Purchasing and Repairing of Sports/ Drawing /Music /Dance /Laboratory Equipments or consumables, Painting Materials and Teaching Aids.

3. Petty repairing and maintenance work. (Rs. 5,000/- or 20% of the total allotted fund, whichever is higher)

4. Paying of Charge /Bills for Water filtration, Electricity, Telephone/ Internet, Taxes etc.

5. Purchasing of Book/ Magazine / Newspaper/ Educational Software etc. approved / recommended by the State Government.

6. Purchasing of need based educational materials for students with Disabilities.

7. Petty Repairing /Renovation / Maintenance works of School Toilet/ Bathroom including petty expenditure on introduction or extension of Running Water system at School Toilet /Bathroom.

8. Mitigating critical gap in incurring expenditure on Stationeries, Conveyance and Arrangement of Seminar/ Meeting.

9. Petty expenditure in wall painting for beautification and enhancement of aesthetic /artistic view.


Prohibitory Expenditure

The expenditure on the following account can never be made:
1. Major Repairing 
2. Hiring of Vehicle
3. Purchasing Petroleum /oil/ Lubricants
4. Any sort of Remuneration /wages for contractual engagement etc.


Special Note

Utilization Certificate of the Grant must be submitted to the respective CLRC office by 30.10.2020 without fail along with Expenditure Statement and xerox copies of vouchers.

All the original Vouchers are to be kept with the School.

Allotment Order for Composite School Grant

Memo No. SSM/Hoog/Ped/TLM & Uses/290(I)/372  Dated:26.02.2020

A total sum of Rs. 9,96.50,000/- ( Rupees Nine Core Ninety Six Lakh Fifty Thousand) only for the grant as mentioned below to 3210 nos. of Primary and Upper Primary Schools (Highest Class VIII) as per u-dise, 2017-18 (School Managment Code- 1,2,3,15 & 90) of AWP&B-2019-2020 is hereby sub-allotted to the 47 CLRCs as per the enclosed list in Annexure-I.

The Circle Project Co-Coordinators (CPC) of the circles is requested to allot the fund among the enlisted nos. of school  (School Management Code - 1,2,3,15 & 90) in your circle through RTGS/NEFT. 

The sanctioned amount is hereby booked under 91a, 91b, 91c & 91d of Composite School Grant for Primary & Upper Primary Schools (Highest Class VIII) of AWP & B -2019-2020.

The expenditure of the sanctioned amount shall be incurred for the purpose for which it has been sanctioned, observing the financial rules of the Government of West Bengal. Any deviation will attract penal provision as per rule prescribed. 


The CPCs will obtain the School-wise Utilization Certificate along with expenditure statement and  send the compilation report to the District Project office SSM Hooghly.

'Zero Enrolment' schools are not entitled for Composite School Grant. The physical targets (number of schools ) and approved budget vis-a-vis fund have already being allotted (reference No. 2 and 3 respectively) as per AWP &B 2018-2019 at your end.

The CPCs will obtain the School-wise Utilization Certificate (U.C) along with expenditure statement and send the compilation report to the District Project Office S.S.M Hooghly.

Do's (Mandate) for Composite School Grant

1. Electricity Bill full for financial year.
2. Special focus is to be given on cleaning and sanitizing the schools, minor repair etc 10% of allotted amount to be expended for toilet and school cleanliness /drinking water facility/adequate water supply arrangement for lavatory. 

NB: School authority will expend the amount other than mandatory fields on priority basis.
