Composite School Grant 2020-2021 for Primary School, Upper Primary School and S.S.P as per enrollment of UDISE 2019-2020. Composite School Grant is hereby sanctioned to 3265 nos schools. Download the School List. U.C. of Composite School Grant must be submitted to the concerned C.P.C by 31st December 2021. Composit School Grant 2022 for Primary Schools, Paschim Medinipur.

Order for Composite School Grant
The Additional District Magistrate (Development), SSM, Purba Medinipur

As per Annual Work Plan and Budget 2020-2021 and as per approval of the District Magistrate, Purba Medinipur a sum of Rs. 5,30,93,750/- (Rupees five crore thirty lakh ninety three thousand seven hundred fifty only) is hereby sanctioned to 3265 nos of Primary Schools, 320 nos of Upper Primary School and 51 nos of SSP (School List in Annexure-'A') as Composite School Grant 2020-2021 based on enrollment of UDISE 2019-2020.
The fund is being released and credited to the Seving Bank Account of the concerned Circle Project Coordinators through RTGS/NEFT (Allotment Sheet, Annexure-'B'). The circle Project Coordinator will transfer the fund to Savings Bank A/C account of concern school immediately.
The Fund shall be utilized by all the school strictly as per norms (Guidelines, Annexure-'C'). In no case the fund shall be utilized for other purpose and diversion of fund in any form shall be treated as an act of misappropriation of fund and punitive action shall be taken accordingly.
A separate account towards receipt of fund and expenditure incurred (item wise) should be maintained and the Utilization Certificate (U.C.) of the fund must be submitted to the concerned C.P.C by 31.012.2021 without fail along with the statement of expenditure and xerox copies of vouchers.

Guidelines for Utilization of Composite School Grant 2019-2020 under SSM
Annexure-C
Activities to be Undertaken
1. Promotion of Cleanliness Campaign inside School and using of at least 10% of the Grant on activities related to Swachhta Action Plan with special emphasis on improvement in water, Sanitation and Hygiene (wash) infrastructure for Girl students and maintenance of Covid-19 protocol.
2. Purchasing and Repairing of Sports/ Drawing /Music /Dance /Laboratory Equipments or consumables, Painting Materials and Teaching Aids.
3. Petty repairing and maintenance work. (Not exceed Rs. 5,000/- for each case)
4. Paying of Charge /Bills for Water filtration, Electricity, Telephone/ Internet, Taxes etc.
5. Purchasing of Book/ Magazine / Newspaper/ Educational Software etc. approved / recommended by the State Government.
6. Purchasing of need based educational materials for students with Disabilities.
7. Petty Repairing /Renovation / Maintenance works of School Toilet/ Bathroom including petty expenditure on introduction or extension of Running Water system at School Toilet /Bathroom.
8. Mitigating critical gap in incurring expenditure on Stationeries, Conveyance and Arrangement of Seminar/ Meeting.
9. Petty expenditure in wall painting for beautification and enhancement of aesthetic /artistic view.
Prohibitory Expenditure
The expenditure on the following account can never be made:
1. Major Repairing
2. Hiring of Vehicle
3. Purchasing Petroleum /oil/ Lubricants
4. Any sort of Remuneration /wages for contractual engagement etc.

24. Documentation of different activity done throughout year.

26. Development of reading room and it's maintenance by the students.
27. Muriatic art at prominent place.

1. Vehicle and TA Bill

Do's (Mandate) for Composite School Grant
1. Electricity Bill full for financial year.
2. 10% of allotted amount to be expended for toilet and school cleanliness/drinking water facility/adequate water supply arrangement for lavatory.
NB: School authority will expend the amount other than mandatory fields on priority basis.
