Utshashree guideline for monitoring by SNOs

Login ID and the Password for all Deputy Directors including JD (A&A) working as SNOs are being created. SNOs will login and see the Dashboard containing information depicting status of transfer applications at different levels for their assigned districts separately for Primary teachers and Secondary teachers.

Timeline for disposal of the applications at different levels may be noted as below

Secondary Section

1. HOI Level-02 (Two) Weeks
2. DI/S Level-02 (Two) Weeks
3. WBCSSC Level-03 (Three) Weeks
4. WBBSE Level-01 (One) Day

Primary Section

1. SI/S level-02 (Two) Weeks
2. DPSC level-02 (Two) Weeks
3. WBBPE level-01 (One) Weeks

Guideline for monitoring of timeline for disposal of Utsashree


Detailed guideline for monitoring of timeline for disposal of transfer application may be seen at Annexure :1

From the above, you will note that immediate intervention would be required at the CSE end when above timeline is not met and CSE has got intervention time of two (02) days to get the cases cleared at respective levels. SNOs will closely follow up with District Inspector of Schools (Secondary Education) /DPSC/West Bengal Central School Service Commission (WBCSSC) for disposal within the stipulated time period at each level i.e. Sub-Inspector of Schools (SIs) /Head of the Institutions (HOIs) /District Inspector of Schools (DIs)/DPSCs.

SNO will check the status of their districts every day from the portal in the forenoon and forward the status to the districts as reminder. Without waiting for the timeline to be over at the district level, the SNO will deliberate with the District Inspector of Schools (DIs) upon the daily status report. In case of any assistance required from the State level, SNO will flag the matter at the appropriate level through Whatsapp group or otherwise, obtain solution and communicate to the DI concerned within the same day.

SNOs will send daily report to the CSE in the following format separately for Primary and Secondary teacher transfer at 5 pm:

(i) Name of District, (ii) No. of applications received, (iii) No of cases pending at Sub-Inspector of Schools (SI)/Head of the Institutions (HOI) /District Inspector of Schools (DI) /DPSC/WBBPE/West Bengal Central School Service Commission (WBCSSC) levels on the day, (iv) Cumulative cases pending at these levels, (v) No. of problems flagged by District Inspector of Schools (DIs) (on the day + cumulative), (vi) No. of problems resolved (on the day + cumulative), (vii) Remarks.

CSE will send the above report after compilation for the State, to the Primary Secretary with his comment by 6:00 pm everyday.

Monitoring of Time line of Disposal under Utsashree portal

Annexure-1
Schedule time frame for Secondary

1. HOI Level-02 (Two) Weeks
2. DI/S level-02 (Two) Weeks
3. WBCSSC Level-03 (Three) Weeks
4. WBBSE level-01 (One) Day


Monitoring at Head of the Institutions (HOI) Level

1. If any case of transfer application is pending for more than 2 (two) weeks at the Head of the Institutions (HOI) level, then automatic alert message will come to District Inspector of Schools (DIs) level as well as Head of the Institutions (HOI) level at the end of 14th day. School wise list of cases pending more than two weeks will be shown in the system at the District Inspector of Schools (DIs) level. District Inspector of Schools (DIs) will immediately pursue the schools for disposal without loss of time.

2. If any such case still remains pending at Head of the Institutions (HOI) level at the end of next two (02) days, automatic alert message will be sent to the CSE as well as to the District Inspector of Schools (DIs) and Head of the Institutions (HOI). CSE will immediately pursue the schools through concerned District Inspector of Schools (DIs) for disposal without further loss of time.

3. If such case still remains pending for another two (02) days, automatic alert message will be sent to the Principal Secretary as well as to the CSE, District Inspector of Schools (DIs) and Head of the Institutions (HOI). The Head of the Institutions (HOI) will be given one (01) more day to dispose of the pending case, failing which appropriate action against Head of the Institutions (HOI) will be initiated.

Monitoring at District Inspector of Schools (DIs) Level

1. If any case forwarded by Head of the Institutions (HOI) is not disposed of by District Inspector of Schools (DIs) within stipulated time of 14 days (two weeks), then automatic alert message will come to CSE as well as to District Inspector of Schools (DIs) at the end of 14th day (two weeks). CSE will immediately pursue the District Inspector of Schools (DIs) for disposal without loss of time.

2. If such case remains pending for two (02) days thereafter at the District Inspector of Schools (DIs) level, automatic alert message will come to the Principal Secretary as well as to CSE and District Inspector of Schools (DIs).

3. District Inspector of Schools (DIs) will invariably dispose of the case in another one (01) day, unless further time is allowed by the Principal Secretary on receiving prayer from the District Inspector of Schools (DIs) through CSE with justification.

Monitoring at Central School Service Commission (CSSC) Level

1. If any case is pending for more than three weeks in the Central School Service Commission (CSSC) level, then automatic alert message will come to CSE level as well as to Central School Service Commission (CSSC) level. CSE will immediately take up with Central School Service Commission (CSSC) for disposal in another two days.

2. If the case remains pending at Central School Service Commission (CSSC) level after two (02) days, automatic alert message will come to the Principal Secretary as well as to CSE and Central School Service Commission (CSSC).

3. Central School Service Commission (CSSC) will invariably dispose of the case in another one (01) day, unless further time is allowed by the Principal Secretary on receiving prayer from the Central School Service Commission (CSSC) through CSE with justification.


Schedule time frame for Primary

1. SI/S level-02 (Two) Weeks
2. DPSC level-02 (Two) Weeks
3. WBBPE level-01 (One) Weeks

Monitoring at Sub-Inspector of Schools (SIs) Level

1. If any case of the transfer application is pending for more than 2 (two ) weeks at the Sub-Inspector of Schools (SIs) level, then automatic alert message will come to Secretary, DPSC level at the end of 14th day. Circle wise list of cases pending more than two weeks will be shown in the system at the Secretary, DPSC level.

2. If such case still remains pending for another two (02) days, then automatic alert message will come to CSE level as well as to SI/S and DPSC level. CSE will immediately pursue the SI/S through concerned DPSC for disposal without loss of time.

3. If such case still remains pending for another two (02) days, automatic alert message will be sent to the Principal Secretary as well as to the CSE, DPSC and Sub-Inspector of Schools (SIs).

4. The Sub-Inspector of Schools (SIs) will be given one more day to dispose of the pending case, failing which appropriate action against the Sub-Inspector of Schools (SIs) will be initiated.

Monitoring at DPSC Level

1. If any case forwarded by Sub-Inspector of Schools (SIs) is not disposed of by DPSC within stipulated time of 14 days (two weeks), then automatic alert message will come to CSE as well as to DPSC at the end of 14th day (two weeks). CSE will immediately pursue the DPSC for disposal without loss of time.

2. If such case remains pending for two (02) days thereafter at the DPSC level, automatic alert message will come to the Principal Secretary as well as to CSE and DPSC.

3. DPSC will invariably dispose of the case in another one (01) day, unless further time is allowed by the Principal Secretary on receiving prayer from DPSC through CSE with justification.

Monitoring at WBBPE Level

1. If any case forwarded by DPSC for inter-district transfer is not disposed of by WBBPE within stipulated time of 7 (Seven) days, then automatic alert message will come to CSE as well as to WBBPE at the end of 7th day. CSE will immediately pursue WBBPE for disposal without loss of time.

2. If such case remains pending for two days thereafter at the WBBPE level, automatic alert message will come to the Principal Secretary as well as to CSE and WBBPE.

3. WBBPE will invariably dispose of the case in another one (01) day, unless further time is allowed by the Principal Secretary on receiving prayer from WBBPE through CSE with justification.
